win32: setCharacterSubsets activates non default input method

      On Japanese Windows NT with MS-IME and ATOK installed, calling setCharacterSubsets of Kestrel seems to activate non default input method engine. e.g., if MS-IME is the default, calling the method activates ATOK.

      This is not reproducible using 1.2.2.
