Using the transitional HTML 4.01 DTD (http://www.w3.org/TR/html401/loose.dtd) the class DTDParser fails to parse some lines (170, 175, 180). DTDBuilder from the J2SDK source, was used to invoke the DTDParser on the standard DTD. Commenting out lines 168 through 180 results in a usable output. But the output does not conform to the W3C standard.
