To reproduce the bug do the following steps:

1. Call policytool - type "policytool &" in command line.
2. In the policytool window click "Add Policy Entry" button.
3. In the Policy Entry window click "Add Permission" button

Note that you can not resize Permissions window. ALso note that text fields and "Permission",
"Target name", and "Actions" buttons incorrectly exceed Permissions window bounds.

The bug is reproduciable in Linux JDK 1.3 and Solaris JDK 1.3.
