In JDK1.3 for Linux b07, the java Input Method is not listed in the Frame window's system menu. This causes the java IM can not work because user can
not select a java IM.
To reproduce the bug,
1. run SPI Test Tool step 101
2. notice the Frame Window's system menu not list the java IM
3. close the frame window.
4. notice the output menu prints "WuBi InputMethodDescriptor is being loaded"
this means the IM is loaded but not listed in Frame window's system Menu
The Test enviroment is Redhat 6.1 - GNOME
Turbo Linux 6.0 (Chinese version) -KDE
