JDK1.3 File Test from DnD testsuite (/net/sqesvr/export/disk1/dnd_ws/dnd/dndtests/DnDQLKestrel)
fails.

To reproduce the effect run Drag and Drop tests. Select JDK 1.3 File Test. In the File test
window select tree node in Drag Source panel and try to drag it into the DropTarget panel.
The dragged node does not become attached to the drop target.

The bug is not reproducable in Solaris JDK 1.3.
