When building the J2SDK using GNU on win32 (not tested on solaris), if the
<workspace>/ext directories are non-existent, the build script will attempt
to 'cd' to the directory anyway, fail that, then start a build. This second
build will build 'all' then attempt to 'cd' to the <workspace>/ext directory
and repeat the above.
