Fix for bugs 4227348 & 4174290 (Moved background functionality from
MetalTextFieldUI to BasicTextFieldUI and use TextField.inactiveBackground
property) has removed public method propertyChange from MetalTextFieldUI
class and now propertyChange method has weaker access privileges then it
was in previous version(SCCS Id: 1.9). The access rights is protected now
(as in BasicTextFieldUI).

This causes JCK test failures under jdk1.4:
    api/javax_swing/plaf/metal/MetalTextFieldUI/index.html#Public
But there is no ccc request for it.

Please send out the ccc request.
