In Solaris JDK 1.2.2_06, a lot of the translated country name and language name
      was integrated.
In the test of LanguageName on ja, I got the FAIL result as follows.

      LanguageNameTest testing in progress...

he: is "Hebrew"(in Japanese), should be "Hebrew"(in Japanese)
      STATUS: FAILED.

The reason is there is mistranslation of "iw" resource, not "he" resource.

              { "iw", "Hebrew"(in Japanese) },
              { "he", "Hebrew"(in Japanese) },

The translation of "iw" and "he" is different in Japanese one character.
The translation of "iw" uses Japanese Hiragana "HE" (a4d8 a5d6 a5e9 a5a4 0a00) and The translation of "he" uses Japanese Katakana "HE" (a5d8 a5d6 a5e9 a5a4 0a00). The appearance of Hiragana "HE" and Kakakana "HE" is very similar.

LCs just provide the translation and the base team integrated them
      into the base package(jre/lib/i18n.jar)
That's why I file this bug to i18n category.
