NT - fr and zh: button label "OK" and "Cancel" on many dialogs not localized

OS: NT4.0
locale: fr and zh only (not reproduced in ja locale)

button labels "OK" and "Cancel" on many dialogs have not been loacalized,
including:
Password Validation dialog,
Delete Alarm Comfirmation dialog,
Lun Configuration dialog,
Lun Verification dialog,
Rediscover World Comfirmation dialog,
Offline Comfirmation dialog,
Create Lun Comfirmation dialog,
Delete Lun Comfirmation dialog.
etc.
