Tested with Kestrel-linux build 1.3.0rc1-b11 on RedHatLinux6.1J and 6.1J update
Clicking a link to an applet demo with setting Plug-in disabled,
(not checking "Enable Java Plugin" on Java Plug-in Control Panel)
Netscape is hung with Netscape logo spinning(indicating it is in the middle of downloading) and error message such as "Warning: Select failed; error code 9" is displayed on terminal repeatedly and Netscape needs to be killed.
To reproduce,
1. Run jdk1.3/jre/package to insatll Plug-in1.3 on Linux.
2. Launch Java Plug-in Control Panel ($HOME/.netscape/java/ControlPanel).
3. Disabling Java Plug-in on Java Plug-in Control Panel.
4. Click any demo on
http://sqesvr.eng.sun.com/deployment1/ws/demos/1.2.1/applets.html
Sometimes the problem does not occur, and a message such as below on terminal
and Netscape is not hung. This seems to be correct action.
%Plugin: Plugin is not enabled or Java VM process has died.
Could not start java vm

On RedHat6.1Jupdate the message which described above appears on terminal and
on the other hand On RedHat6.1J the message appears an error dialog.

I reopen this bug.
This is reproducible in both of b15 and b16.
