C-cedilla with Times New Roman font (Type 1) gets drawn as C with breve

      When Type1 Times New Roman font is used, both upper case and lower case
      C-cedilla (0x00C7 and 0x00E7) gets drawn as a C with an overlapping breve.
      The problem is seen only with this particular font.
      The bug is reproducible with the latest Merlin builds (since b26)
      on all platforms.

      To reproduce, use Font2DTest.
