To Reproduce:
-Open Control Panels/Mouse
-Under the "Wheel" tab, set the wheel to scroll by one "screen" at a time
The problems:
1) ScrollPanes in the AWT wheel test at:
test/java/awt/event/MouseEvent/WheelEventTest
will only scroll "forward" via the mouse wheel.
2) JScrollPanes in SwingSet2 don't scroll at all via the mouse wheel.
