Exception Dilaog boxes doesnot show up with Merlin build 31

      When Show Exception is enabled in the Java Plug-in Control Panel with Merlin
      build 31,pop up Exception Dialog boxes are not shown when the applet
      throws exceptions .

      To reporduce the failure,

      1.Install Latest Merlin build 31
      2.Run the following applet from the URL

      http://sqesvr/deployment2/sridhare/ws-07-2000/tests/applet_usability/error_handling/unified_error/AUEInitException.html
