Some point-to-focus window managers (e.g, fvwm1) don't work with new focus impl.

To reproduce this bug, run the regression test found at
test/java/awt/Focus/WindowTest under fvwm1. Focus cannot be set to any Component
in the Window.

This bug occurs with other window managers as well, such as twm.
