Calling register_initial_reference in pre_init throws NO_IMPLEMENT exception.
Calling it in post_init throws BAD_INV_ORDER exception. register_initial_reference is not defined as invalid by ptc/00-08-06 in pre_init and post_init.

However with these exceptions, it is completely non-testable.
