Currently, several components are built before the Hotspot binaries are
copied from the bootstrap Hotspot location. the sanity rule could
check to see if the make/java/redist step will succeed or not, so why
not find out right off the bat if there are going to be problems.
Ditto for MOTIF and any other bootstrapped files...
