Firefly PR3 on WinNT Japanese

Mozilla can not be launched by general users on WinNT in case that
Mozilla and j2re are installed by Administrator.
An dialog appears and says, "Java Plu-in 1.3.0_01 is not installed properly" and
an application exception occurs and Dr.Watson creats an error log as below;

Application: mozilla.dbg (pid=129)
Exception NO: c000001d

To reproduce,
1)Login as an Administrator on WinNT.
2)Install mozilla-win32-09-22-2000.zip.
3)Install j2re-1_3_0_01-beta-win.exe
4)Login as a general user.
5)Launch Mozilla
Then, you can see the phenomenon.
