Cannot open the Plug-in installed on tw_NT as well as ja_NT. Only get a message:"Could not find the mail class. Program will exit"

Steps to reproduce:

1.Install j2re-1_4_0-beta-win-i.exe for b33 on tw_NT and/or ja_NT from
/usr/local-java/jdk1.4/bundles/win32

2. Double click on the Plug_in in Control Panel on tw_NT and/or ja_NT.
