Run test tool JDKTester when locale is zh_CN, encoding is eucCN,
you will find Java 2d can't display Chinese correctly.
This bug occurs in soarlis and x86 solaris .

If encoding is GBK, Java 2d API can display chinese correctly.
if java version is Ladybird, Java 2d API can display chinese correctly.

Reproduce steps.
1, Run test tool JDKTester.
2, Choose test component 'Texter Drawer'.

PS. i am not sure if there is any relationship with bug 4351986.
