If the HAVE_DPS flag is set to "yes" the build will fail with unresolved
externals. HAVE_PDS is set to yes for both Kestrel-Solaris and Ladybird,
and should be set for Merlin as well.

Note that this may resolve itself with the Ladybird -> Merlin code merge.
If so, then please also change make/common/Defs-solaris.gmk to set
HAVE_DPS to "yes" and remove the reference to this bug.
