jaws-1.0-fcs does not support required service ExtensionInstallerService

      The spec for JNLP states that javax.jnlp.ExtensionInstallerService is required
      service but it is not supported in jaws-1.0-fcs.
      ServiceManager.lookup("javax.jnlp.ExtensionInstallerService") throws
      UnavailableServiceException.
