This is from the IDENTICAL description:
Additionally, differences between pre-composed accents such as "\u00C0" (A-grave) and combining accents such as "A\u0300" (A, combining-grave) will be considered significant at the ***tertiary level if decomposition is set to NO_DECOMPOSITION.
Test case doesn't work as described above and it looks doc bug. Those two strings are different only in 'identical' strength since NO_DECOMPOSITION was set. If CANONICAL or FULL_DECOMPOSITION is set those two strings are same even in 'identical' strength.
