Failure during the download of a JAR file specified in the CACHE_ARCHIVE
parameter is treated as successful.

1. Open a web page where the plug-in is specified and a cached JAR exists
(specified in CACHE_ARCHIVE).
2. While the JAR is downloading, disconnect from the network.

The plug-in will display an exception in the console window. However, the JAR
file still exists in java_plugin_AppletStore with an entry in the cache table
and a size of 0 bytes. Subsequent visits to the web page will attempt to use
this file and will fail with ClassNotFoundException.
