ALT_ODBCDIR bootstrap location should be in bootstrap area

        the Makefile in make/sun/jdbc uses sets ODBCDIR to a location which is not
        part of the bootstrap (/java/jdk/src/jdbc-odbc/$(ARCH)). Instead, this
        location should be part of /java/devtools/$(ARCH)/jdbc-odbc and the
        setting of this variable and overriding of it should be in
        make/common/Defs-solaris.gmk
