Building Merlin requires a collection of resources (tools/headers/libs/etc)
which are found in /java/devtools. Two problems with this --
(1) /java is an automounter map which is not provided everywhere,
(2) Access time to the west coast makes keeping an east coast copy highly
preferable.
Please provide a mechanism (such as ALT_DEVTOOLS_DIR) for overriding all
of the uses of /java/devtools in the build.
