Microosft Windows defines a "Screen Reader Present" flag that allows screen readers to indicate to various self-voicing applications (e.g. the Arkenstone OpenBook product) that the screen reader should do the voicing instead of the application. This property should be captured and bubbled up in Win32 environments into a new javax.accessibility.screen_reader_present property. The user should also be able to specify this property on the command line (the "-D" option), as well as in the accessibility.properties file.
