The Java Transaction Service implementation needs to be registered with the ORB, since PI based ORBInitializer does not provide a mechanism to do it. This feature is only required for the J2EE RI 1.3.

This RFE points to an existing issue in the CORBA PortableInterceptors (PI)
spec. And the PI RTF has not resolved this issue yet.
