Steps to Reproduce

 1.) On a Linux Machine, Install the plugin for ladybird on
        /net/sqesvr/deployment3/ladybird/linux.pit

2.) Set the NPX_PLUGIN_PATH
     eg: setenv NPX_PLUGIN_PATH /home/srinim/<j2re>/plugin/sparc/ns4

3.) Restart the netscape browser twice

4.) rm .java.policy file

5.) Run the RSA test cases 1 & 2 from http://sqesvr.eng.sun.com/deployment1/ws/doc/proc/JPI_RSA.html

Results :
The Browser throws an exception saying
"caught security exception: access denied(javautil.propert*)"
