Win32: text/html support should conform to Microsoft 0.9 standard

      On Windows, we need to mark-up HTML data with the comment and tags specified
      in the Microsoft 0.9 standard for CF_HTML (a.k.a. "HTML Format") data.
      Currently, we only apply the standard text transformations to such data. The
      specification paper is attached to this bug report.
