crunch is out of 16 bit space

      The "crunch" program is used to compress the JRE 1.4 rt.jar.
      Crunch relies on being able to convert all references to
      global 16 bit references.

      However, due to the recent growth of rt.jar we are on the
      verge of running out of 16 bit space global references.

      Crunch needs to be modified to cope with larger JAR files.
