to_url accepts a invalid url address component. as per spec (99-12-03) to_url should raise an exception if the protocal or name parameters are invalid

Test case 0005 under To_url demonstrate this problem

to run these tests:

1. untar ins-bugs.tar available from /java/idl/ws/rip/ins-bugs.tar
2. go to ins-bugs/org/omg/CosNaming/NamingContextExt/To_urlTest directory
3. make appropriate changes in the "To be changed" section
4. run by typing "make all"
