IIOMetadataFormatImpl.getElementMinChildren returns the wrong value

      The IIOMetadataFormatImpl.getElementMinChildren method incorrectly returns the
      value of the maxChildren variable instead of minChildren.

      A regression test will be placed in test/javax/imageio/metadata/IIOMetadataFormatImplTest.java.
