Executing j2re-1_3_1-beta-bin-b13-win-i-05_jan_2001.exe (from /net/jdk/export/disk6/promoted/jdk/1.3.1/beta/b13/bundles/win) on Windows machines (ex: Windows 2000, T.Chinese) does not display localized installation messages. InstallShield is not localized.

http://javasoft.japan.sun.com/ladybird-ja/localization_plan.html (L10N Plan) described that SDK installation is localized into only Japanese and JRE installation is localized into all 9 langauges.
