This test is failing because it needs to be run by a superuser. The error is:
"THIS TEST MUST BE RUN BY SUPERUSER.
THIS IS NOT FUNCTIONALITY REGRESSION OR A TEST PROGRAM BUG!"

I believe this test's superuser requirement doesn't meet the standards for Regression tests. This test needs to be modified to run in regular user mode or removed from the regression test suite. It is the only test out of nearly 1500 tests in the suite that has this requiremtent.
