The problem is that a user can navigate into a JDesktopPane using the keyboard. However, the user cannot move the keyboard focus out of the desktop to the next component in the focus cycle. This behavior makes it extremely difficult for users with disabilities to use java applications that contain internal frames because they cannot navigate to all the components in the application.
