The NumberFormat class provides several factory methods that return fully configured number formatters for general numbers, currency values, and percent values. It would be helpful to also have factory methods that return number formatters for the common special case of integer values. Note that MessageFormat already handles this special case, so it would be good to keep NumberFormat in sync.
