Since the POA has been added to JDK 1.4 CORBA support, we wish to change
the default skeleton generation to be for the POA, rather than for the
old ImplBase style skeletons. The change is to remove the -poa flag,
add a new -oldImplBase flag, and make POA skeleton support the default.
