JaWS cann't apply jar diff.

To reproduce this problem just run JNLP TCK test
http_requests/JarDiff/index.html

or use attached archive.
to run test from archive do following steps:

1) jar xvf jardiff.jar
2) cd jardiff
3) java -classpath classes.jar:. StartHttp & #start http server
                                              #that can send jardiffs
4) javaws from.jnlp #cache the test.jar ver. 1.0
5) javaws to.jnlp #try to download test.jar ver. 2.0(apply diffs)

File test1.0.jar contains test.jar ver. 1.0
File test.jardiff contains diff between ver 1.0 and ver 2.0 of test jar.
The httpServer send this file for a request:
GET test.jar?version-id=2.0&current-version-id=1.0
