At the meeting with the Sun WebStart developers, Cisco were told that
WebStart can handle multiple applets and multiple JREs. But each
applet is recognized by the URL from where it is loaded.
But Cisco customers may have 1000s of devices and each device will
have a different IP address resulting in 1000s of different
URLs. So WebStart will treat each applet in each device as
a different applet. So though all devices may have the same
applet, WebStart will see them as 1000s of different applets.
So it does not scale well in such a case.
The solution is to have a single applet installed on a server
external to the devices. But this is not a solution Cisco wants
since Cisco's main goal is to keep the applet embedded on the
device so that the customers don't have any installation
to perform AND they don't have to be connected to an external
site (like Cisco's website) to get their applet.

could be signed or packaged so that WebStart can identify
them based just on the applet and not on the URL.
