Setting the compression quality of the JPEG writer to high/low doesn't have any effect on the Image written . Size and Quality of the compressed Image is same as that of the compressed image is same as that of the uncompressed

To reproduce the bug
Run the sample program attached . A frame is poped up with a button compressed . click the button Two images are loaded . If the Images are the same the bug is reproduced
