      The SPI classe com.sun.imageio.spi.OutputStreamImageOutputStreamSpi throws
      a RuntimeException from its createOutputStreamInstance method when useCache
      is false.

      A regression test will be placed in test/javax/imageio/spi/CreateMemoryCacheOutputStream.java
