Regression: lib/ext directory is not created during the first plugin install

      The lib/ext directory is not being created during the first web install.

        To reproduce, point your browser at http://botz.netbotz.com and select "Use
      Advanced View". Make sure that you do not have any other plugins installed and
      you do not have a ext directory in javasoft/jre/1.3/lib. This worked under
      1.3, stopped working in 1.3.0_01 and is still not working in 1.3.1-beta.

      Our seed applet is signed, but by the time our applet has control and could go
      create the directory ourselves, the installation of the extension jar has
      already failed.

      We are facing an elevated number of support calls because of this bug and feel
      that forcing a user to go create this directory before they can install an
      automated plugin is unacceptable.
