Plugin is broken on Win 95 using Merlin B52

Steps to reproduce
==================

Build : MerlinB52
OS : Win 95
Browser: IE / NS

1.) Install the Merlin B52 from
    Win : /net/sqesvr/deployment3/merlin/beta/win32.b52
   
2.) Run the BAT test from
    http://sqesvr.eng.sun.com/deployment1/ws/doc/proc/JPI_bat.html

Result : It fails to recognize plugin
