ControlPanel.html does not work properly in $JAVAHOME/jre/ControlPanel.html
with merlin build 1.4.0-beta-b53 on Sparc/x86 Solaris and Linux.

ControlPanel appear in browser is the expected behavior.
But does not appear.

Step to Reproduce:

1. export NPX_PLUGIN_PATH=<jre>/plugin/sparc/ns4
2. Start your Netscape browser, 1 is for netscape 4.x setting.
3. See $JAVAHOME/jre/ControlPanel.html from browser.
