(cs) Charset specification inconsistent on capitalization of canonical names

      The current java.nio.Charset specification is inconsistent on the capitalization of canonical names. On the one hand, it states that "Canonical names are, by convention, usually in upper case." On the other hand, it states that "if a charset listed in the IANA Charset Registry is supported by an implementation of the Java platform then its canonical name must be the name listed in the registry." IANA names are often lowercase, so these statements are inconsistent.
