for non-fcs, the milestone value is passed to 'rpm' in the "Release:" value
of the generated rpm.spec file. For fcs, however MILESTONE is blank and
the rpm command fails.
Linux needs the value "fcs" inserted for an fcs build, and the value of
MILESTONE inserted any other time.
