The class GetORBPropertiesFileAction checks for the orb.properties file in
the <java.home>/lib directory. It should also check in the <user.home>
directory as well.

This is a change for Merlin due to updating the ORB.init() use of orb.properties
to check in <user.home> as well. We need to keep the different uses of
orb.properties consistent.
