Two Javadoc API specs that will be part of the Merlin docs, the Doclet API and
the Common DOM API, should be made part of the docs target so they get built
with each promotion. These two API are not part of the Merlin platform spec,
but are "auxilary" API that we want to publish for developers. In this sense,
they are similar to the jpeg and jpda-related doc targets that are already
part of Docs.gmk.
