Win32: Our ddraw code doesn't check for ddraw drivers capabilities

      Some video boards have ddraw drivers which do not support blits and offscreen
      memory manipulation.

      One example would be Dome grayscale board (Md2/PCI board) on Win2K.
      To reproduce the problem run SwingSet2 in the configuration mentioned above
      and start dragging internal frames or do any scrolling.

      Need to be checking for drivers capabilities before using them.
