Click in the "grey area" between the thumb and an arrow-button. The thumb
properly slides toward the clicked spot while the view properly scrolls. But,
once the thumb reaches the clicked spot, the JScrollBar is no longer consistent
with native MS Windows. As long as the mouse remains down, if the user drags
to another "grey area" the thumb/view will keep scrolling in native Windows,
but not in a JScrollBar. So the JScrollBar should keep tracking the mouse for
the duration of the mouse-down, scrolling the thumb & view appropriately, and
not stop the first time it "catches up with" the mouse.
